Backstory
Vex was born under lantern light in the back alleys of a city that never admitted it had a soul. The district had a thousand names depending on who was speaking: the Velvet Gutters to nobles, Lantern Ward to guards, and simply the Market to the people who lived there after sunset. He grew up among bookmakers, spirit-dealers, and counterfeit saints, learning early that most people would trade almost anything to feel less haunted for an hour. Hunger taught him the rest. By the time he was fifteen, he could tell whether a passerby wanted a forged document, a harmless charm, or permission to ruin their own life.
His first true teacher was an old hedge-witch named Mother Sile, who kept a cabinet of glass phials behind her stall and never once explained where the contents came from. She sold fragments of sensation with the matter-of-fact tone of a fishmonger: the thrill of a first kiss, the numb calm of a soldier after battle, the scent of a dead mother's kitchen, a nobleman's last clean conscience. Vex discovered he had a rare talent for handling these stolen moments. Where others saw colored vapor, he could taste the shape of what lived inside a bottle.
When Mother Sile died, the cabinet passed to him along with her enemies. Vex learned that memory is a currency with sharper edges than gold. Debt collectors bought courage before duels. Priests purchased visions they called revelations. Murderers paid handsomely to forget a face or a scream. Lovers begged for one more evening that had already ended. Vex did not invent the trade, but he refined it.
He began buying memories directly, paying in coin, secrets, or favors. A pickpocket sold him the sensation of falling from a rooftop. A retired paladin sold the final certainty of faith. A duke sold the memory of where he hid something he should never have hidden. That last bargain nearly killed him. He escaped by uncorking a bottle of battlefield panic into a crowded arcade and vanishing in the chaos. Since then, he keeps moving between night markets under different awnings and borrowed names.
For all his cynicism, Vex is not hollow. He has one bottle he has never sold and never opened: a memory of his little sister laughing while rain leaked through the roof of their childhood room. He bought it back from a broker years after she died of fever, paying more than he had ever paid for anything. That bottle stays closest to his skin. He deals in memory because he is terrified of losing what little of himself is left unbottled.
Stat Block
Vex
Medium humanoid (tiefling), neutral
Memory Appraiser. By touching a creature or object for 1 minute, Vex learns one emotionally significant event tied to it within the last year. This gives him advantage on the next Charisma check against a creature tied to that memory.
Bottled Recollection. Vex carries three memory phials. As a bonus action, he can uncork one to gain one effect until the end of his next turn: advantage on a Dexterity check, advantage on a Wisdom saving throw, or 7 (2d6) temporary hit points. Regains all phials at dawn.
Infernal Streetcraft. Vex can take the Hide or Disengage action as a bonus action while in dim light, crowd cover, or a market stall area.
Actions
Multiattack. Vex makes two Memory Needle attacks.
Memory Needle. Melee or Ranged Weapon Attack: +5 to hit, reach 5 ft. or range 20/60 ft., one target. Hit: 7 (1d8 + 3) piercing damage plus 3 (1d6) psychic damage. The target cannot take reactions until the start of its next turn.
Uncork Stolen Panic (Recharge 5-6). Vex breaks a volatile phial at a point within 30 feet. Each creature in a 10-foot-radius sphere must succeed on a DC 13 Wisdom saving throw or take 10 (3d6) psychic damage and have disadvantage on its next attack roll or ability check.
Reactions
Borrowed Reflex. When hit by an attack he can see, Vex halves the damage by uncorking a stored flash of instinctive movement.

A noble hires the party after his daughter starts remembering a life she never lived, and the trail leads to one of Vex's market bottles.
The Memory Debt
Vex offers the party a crucial clue in exchange for recovering a bottle that contains the exact location of a sealed reliquary under the city.
